Hampton Roads Behavioral Health is a group of mental health professionals that has been serving members of the Hampton Roads community since 1992. Below is information about our clinical staff.

Karen Armstrong, Ph.D.
Dr. Armstrong earned her doctorate in psychology from Florida State University. Licensed as a Clinical Psychologist since 1993, Dr. Armstrong has a general practice with a special interest in the evaluation and treatment of children. In addition, she has specialized experience in the care of older adults and offers consultation to long-term care facilities. Dr. Armstrong offers comprehensive psychological assessment of learning problems and attention problems in both children and adults. Disability evaluations for Social Security and for local colleges and universities are a special interest.

Emilio Cortes, Psy.D.
Dr. Cortes is a Licensed Clinical Psychologist and is listed in the National Register for Health Service Providers in Psychology. Trained in Puerto Rico at the Ponce School of Medicine, he has experience in both partial-hospital and outpatient settings. Dr. Cortes has been in active private practice in both Puerto Rico and Hampton Roads. Prior to coming to Hampton Roads Behavioral Health in 2016, he was a member of the staff at Dominion Psychiatric Services and previously served on active duty with the U.S. Navy Medical Service Corps. Dr. Cortes is bilingual in Spanish and English.

Paula Crooks, L.C.S.W.
Ms. Crooks is a Licensed Clinical Social Worker who holds a Master of Social Work degree from Virginia Commonwealth University (VCU) and Bachelor of Arts degrees from the University of Virginia. She holds a certificate in Cognitive Behavioral Therapy (CBT) and is a Certified Clinical Trauma Specialist-Individual. She has experience in the fields of foster care, medical social work, domestic violence, supportive housing, and inpatient psychiatric care. She works with adult individuals and couples/families experiencing interpersonal conflict, grief, substance abuse, PTSD, depression, anxiety, OCD, psychotic disorders, bipolar disorder, hoarding, and personality disorders. Ms. Crooks serves on the Board of the Virginia Society for Clinical Social Work and was the recipient of VCU’s Distinguished Service Award.

Luis Ignacio, M.D.
Dr. Ignacio is psychiatrist who is board-certified in general and geriatric psychiatry. He is an experienced clinician who is a Life Fellow of the American Psychiatric Association. Dr. Ignacio has been honored by the Tidewater Academy of Psychiatry for outstanding service.

Elizabeth Koivisto, M.S.Ed, LPC.
Elizabeth Koivisto is a National Board Certified Counselor who provides psychological testing and counseling services to adults and adolescents. She earned her Master of Science Degree in Mental Health Counseling from Old Dominion University. Ms. Koivisto has worked with patients in residential, outpatient and in-home services. In 2011, she was named the Outstanding Master’s Student in Counseling at Old Dominion University.

Robert Light, M.D.
Dr. Light, our Medical Director, is a board certified psychiatrist who works with adults and older adults. He serves as a Clinical Director at Virginia Beach Psychiatric Center while also managing a busy caseload in our outpatient office in Norfolk. Dr. Light came to Hampton Roads Behavioral Health in 2003, after completing his psychiatric residency at the University of Virginia Roanoke-Salem residency program where he was chosen Chief Resident and Resident Teacher of the Year. Dr. Light is the recipient of numerous awards and honors including the Janssen Psychiatry Resident Award of Excellence to recognize excellence in academic performance, clinical teaching, clinical psychopharmacology and contributions to the University of Virginia psychiatry residency program.

Jessica Strutt, PA-C.
Jessica Strutt graduated from the physician assistant program at Wake Forest School of Medicine in 2014. She has worked in the psychiatric field since graduation. Ms. Strutt earned the Certificate of Added Qualifications in Psychiatry from the National Commission on Certification of Physician Assistants. She sees adult outpatients at our Norfolk office and inpatients at Virginia Beach Psychiatric Center.

Ann Radford, D.O.
Dr. Radford is a board-certified psychiatrist with extensive experience serving adults and adolescents. She has earned degrees in pharmacy and osteopathic medicine. As an officer in the U.S. Navy, she served as a combat psychiatrist with the 24th Marine Expeditionary Unit in Afghanistan. Dr. Radford is a Fellow of the American Psychiatric Association.

Lewis J. Taylor, Ph.D.
Dr. Taylor is a clinical psychologist who uses cognitive and behavioral therapies, including biofeedback and hypnosis, to treat a variety of problems including attention deficit disorder, anxiety and chronic pain. He also devotes much of his time to evaluating older adults who have memory problems and consulting in long-term care facilities. Dr. Taylor earned his doctoral degree from the University of Southern California before returning to his hometown to begin his professional career. Dr. Taylor has served as the Director of Hampton Roads Behavioral Health since founding the practice.

Javier Way, MSN, PMHNP-BC.
Javier Way, MSN, is a board certified Psychiatric-Mental Health Nurse Practitioner (PMHNP). He earned his Bachelor’s Degree in Nursing from Old Dominion University and his Master of Science Degree from Shenandoah University. He has several years’ experience delivering adult mental health services in both inpatient and outpatient settings. Currently, he is providing diagnostic and medication treatment services by telehealth.

Dawn McClure, Psy.D.
Dr. McClure is a licensed Clinical Psychologist. She earned her Bachelor of Science in Health Psychology from MCPHS University in Boston and her Master of Arts and Doctoral Degrees in Clinical Psychology from the Hawaii School of Professional Psychology. Until moving to Norfolk, Dr. McClure worked with Kaiser Permanente in Honolulu, providing outpatient evaluation and therapy services to a variety of age groups in an outpatient setting. She has a specialty in adult integrated behavioral health, working with patients who have both physical and mental health issues. She has trained in Dialectical Behavioral Therapy and Cognitive Behavioral Therapy for Insomnia. In addition to providing psychotherapy services, Dr. McClure conducts psychological and neuropsychological testing to facilitate diagnosis and treatment planning.

Anne Abraham, MSW, LCSW.
Ms. Abraham is a Licensed Clinical Social Worker who has served clients in private practice for many years. She earned her Bachelor’s Degree in psychological services from Hollins College and her Master of Social Work degree from Norfolk State University. She joined Hampton Roads Behavioral Health in 2019, with several years of private practice experience in outpatient mental health, developing a specialization in death and dying, and grief and loss. She served for ten years as the Bereavement Program Director for Edmarc Hospice for Children. Before beginning her career of clinical service, Ms. Abraham held administrative positions with Lee’s Friends, the Jones Institute Foundation and the Diabetes Institute Foundation.

Robyn Hilbert, MSN, PMHNP-BC.
Ms. Hilbert, MSN, is a board certified Psychiatric-Mental Health Nurse Practitioner (PMHNP). She began her career as a Registered Nurse, graduating from Sentara Norfolk General School of Professional Nursing in 1993. She earned her Bachelor of Science in Nursing degree from Virginia Commonwealth University in 2015. Ms. Hilbert became board certified as a Psychiatric-Mental Health Nurse Practitioner in 2022, after earning her Master of Science from Eastern Kentucky University. She has provided psychiatric care to geriatric, adult and adolescent population in the outpatient setting. Ms. Hilbert is an award-winning nurse and a member of the American Psychiatric Nurses Association and the American Association of Nurse Practitioners.

David Register, MSN, PMHNP-BC.
David Register, MSN, is a board certified Psychiatric-Mental Health Nurse Practitioner (PMHNP). He has a lifelong interest in the area of mental health. Mr. Register graduated from Virginia Commonwealth University with a B.S. in psychology, later attending Shenandoah University for his Bachelor of Science in nursing degree. In 2022, he earned his Master of Science in nursing degree from Walden University and earned board certification as a PMHNP. He has experience providing psychiatric services to adolescents and adults. Mr. Register’s other professional experiences include working in a neurology laboratory at VCU focusing on epilepsy and traumatic brain injury and he taught English overseas, in South East Asia, for five years.

Kevin Waymire, Ph.D.
Dr. Waymire, a Clinical Psychologist, earned his doctorate at Sam Houston State University. He also holds a Masters Degree in Counseling. Dr. Waymire completed his residency at Oregon State Hospital working with a diverse population and completing training in geropsychology and neuropsychological assessment. He has conducted research into unwarranted beliefs and police bias in interactions with minority groups. In addition to providing neuropsychological assessments at Hampton Roads Behavioral Health, Dr. Waymire is a Clinical Assistant Professor in the Department of Psychology at Old Dominion University and the Virginia Consortium Program in Clinical Psychology.
